Healthcare Fraud is an offense found in 18 USC Section 1001. Under this statute, the government may prosecute individuals who submit false statements to the government for Medicare reimbursement. These false statements may also be prosecuted under the mail fraud statute.
Another statute in the healthcare field is the anti-kickback statute which prohibits paying a fee for the referral of a Medicare patient. This is found in 42 USC Section 1320a-7b(b). The measure of restitution for this crime is the amount of the kickback.
